Purpose

To explain the procedures for establishing and operating an Academic Collaboration Program with an external university and institutions.

Statement :

An Academic Collaboration Program can be proposed by PMU or an external body. From within PMU, this proposal can be made by individuals, Departments or Colleges. In all cases the proposal should go through the Department Council, College Council, and finally to the Academic Collaboration Programs Committee for approval. Once approved, the negotiation process between PMU and the external institution will be done by the International Relations Office until a contract is officially signed by PMU and the external Institution. Once a contract is signed and the program is established then it will be handed over to a PMU College based on the focus area of the program and the program will be operated according to procedures stated in this Policy.

Procedure :

1.     Establishing a Collaboration Program:

1.1.   All documents related to initiatives to establish academic collaboration programs with local or international universities and institutions are to be submitted to the Director of the International Office (Convener of the Academic Collaboration Programs Committee).

1.2.   The Academic Collaboration Programs Committee will review the submitted documents, discuss the proposed initiative and take the appropriate decision.

1.3.   If the Academic Collaboration Programs Committee approves the initiative, then the Director of International Relations will initiate official communications with the concerned external partner to arrive to a signed agreement about all aspects related to the initiative and the responsibilities of both parties.

1.4.   Once the final agreement document is signed by both parties, then implementation of the initiative by both parties will start.

2.     Operation of the Collaboration Program:

2.1.   The College hosting the program will be responsible for successfully implementing it and ensuring achieving its objectives. Therefore the College Dean or his designate can communicate directly with the responsible persons in the other universities or institutions and agree on annual activities.

2.2.   The College Dean will submit to the Academic Collaboration Programs Committee on Annual Action Plan with budget. The Academic Collaboration Programs Committee will discuss the Action Plan, and take the appropriate decision.

2.3.   College Deans are required to submit every two weeks a report about operations related to the program to the Academic Collaboration Programs Committee.

2.4.   The Dean of the College will be responsible for submitting invoices received from the external institution to the PMU Financial Department with subsequent follow-up to ensure payment is done on a timely manner.

2.5.   The Dean of the College is responsible for submitting to the Academic Collaboration Programs Committee an Annual Evaluative Report about the program.

2.6.   At the end of the contract, the Dean of the College is responsible for submitting a complete evaluative report to recommend whether to renew or stop the program.

27.    If a dispute in implementation and/or understanding of the contract arises between the Dean and the responsible person in the external institution, the Dean should report this to the Director of International Relations to take over the dispute process.
