On 27 February 2009, PMU signed a Memorandum of Understanding (MOU) with the University of Leeds, Leeds, United Kingdom to jointly pursue the development of programs in the areas of medicine, nursing, education, technology park, business and English learning. The MOU was signed by Professor Richard Williams, University of Leeds Pro-Vice Chancellor for Enterprise, Knowledge Transfer of International Strategy, Dr. Issa Al Ansari, PMU Rector and Dr. Zlatica Kraljevic, PMU Dean of Institutional Relations.
